Universal Health Access: Mali's Goal

Siribala, Mali - In this village 200 miles north of the capital Bamako, Femakan Sissoko, 64, stands as a symbol of what Mali wants for all its citizens.

 

Last year, Sissoko joined a cooperative called a "mutuelle," which for a relatively small fee would provide him and his 14 family members health insurance for the next year. Sissoko couldn't sign up fast enough.

MLI Voice: Mali

I have recently returned from Bamako, Mali where MLI co-sponsored the kick-off workshop of a recently launched process by Mali’s Ministry of Social Development, Solidarity, and the Elderly (MDSSPA) to develop and implement a strategy to expand mutuelles de santé nationwide to provide financial access to health care for 80% of its population currently not covered by any form of health insurance. The workshop, titled “National diagnostic and discussion toward scaling up mutuelles de santé in Mali,” was held the 24-26 of September 2009 in Bamako . This event drew approximately 76 people from all regions of Mali to share experiences and reach a common understanding of the state of development of mutuelles today in Mali, as well as the goals and plans of the Government to increase its commitment to a more rapid and systematic expansion of mutuelles beginning in 2010. Participants represented civil society, locally elected leaders, and health and social development technicians and decision makers.

In June 2009, MLI country lead Allison Gamble Kelley traveled to Mali to work with the newly constituted MLI technical team, and to carry out a leadership assessment and work planning exercise. The team includes professionals from the Planning and Statistics Unit, the National Health Directorate, the National Social Development Directorate, the Ministry of Finance, the Ministry of Health’s Directorate of Finance, FENASCOM (civil society), the Ministry of Women’s and Children’s Affairs, and UTM (technical assistance body for mutuelles). There was great enthusiasm for the MLI approach to analyzing and developing leadership capacity while tackling the challenges of equitable financing.
