Motivators: Nepal's Khadka Bahadur Basyal Sarki

From MLI's Learning Collaborative Forum in Ethiopia, this is the first in a series of interviews with leaders in the MLI countries about what has motivated them in their work. Khadka Bahadur Basyal Sarki is Nepal’s State Minister in the Ministry of Health and Population.

 Q: What is your background?

 A: I am a member of the Dalit community in Nepal, who are members of the lowest caste, making up about one fourth of the population in the country. When I was younger, I served on the staff in a health facility, and what I found in the hospital was that the Dalits did not use the services much. They would go to traditional healers who have no scientific background, and so many people were dying unnecessarily from treatable diseases.

 My community is not only poor, but they have no land, they have no education at all, and no one was caring for them. They were very much backward, you cannot imagine how backward they were.

Want to bargain? The Nepalis can help

This is the fifth in a series of blog posts from the Ministerial Leadership Initiative for Global Health's Learning Collaborative Forum in Ethiopia.

The art of being a good negotiator is something many crave. For those in Health Ministries, good negotiators can earn better terms in health projects as well as millions of dollars beyond the initial offer, translating into better health care treatment for the population and lives saved.

A team of Nepali health officials told a MLI Learning Collaborative Forum today in Addis Ababa, Ethiopia, that a series of training in negotiations has resulted in measurable differences.

The training "has already helped senior leaders in Nepal to be better negotiators for the people in Nepal," said Khadka Bahadur Basyal Sarki, State Minister of the Ministry of Health and Population.

Facing the Challenges of Building Capacity in Nepal

I was living in Nepal and had been here several times before, so I knew the circumstances of the health system. But it wasn’t until I took the job as MLI country lead that I really understood the challenges facing Nepal’s Ministry of Health and Population. Working with the Ministry on a daily basis for the last two years has given me much more insight into the difficult circumstances the staff has to deal with and still deliver good work. In fact, the health sector’s progress has been so good that Nepal has received awards for its health sector improvements both from the United Nations and from the GAVI Alliance.

In the fourth of five segments, John Donnelly interviewed photographer Dominic Chavez about the images below. What follows are his perspectives on his assignment in Nepal, which focused in part on the Ministry of Health and Population’s efforts in promoting family planning:

“Nepal was really exciting. It was kind of energizing in the sense that to me it was an example of seeing families really empowered to make family planning choices. They are taking a proactive role in creating the right-sized family for them. And this, I believe, must have a profound effect on maternal mortality rate because many families are planning out when they are having children, and having fewer children."
