Country Ownership and Accountability

African people like any others in the world are entitled to the enjoyment of the highest attainable standard of health as one of the fundamental rights of every human being. For this to happen, effective health systems that work for the entire population are needed in each and every country. Governments have the primary responsibility for assuring that there are effective health systems and that services are made available either as a direct provider, a regulator, or a coordinator. These are responsibilities of the state that cannot be delegated. Governments around the world are expected, indeed required to be stewards, or protectors, of the public interest and have the ultimate responsibility for assuring conditions that allow people to be as healthy as they can be. Stewardship and leadership is one of the central building blocks of an effective health system.

Reclaiming the ‘can do’ attitude in the delivery of health services in Africa

The last decade has shown a lot more promise for Africa’s health as exemplified by a huge rise in global interest. More financial resources have been made available and the world is committed to pursuing a consensus to achieve the Millennium Development Goals (MDGs). Virtually all African countries have health sector plans; many use the more comprehensive sector-wide approaches. To support the implementation of these, there is a plethora of global initiatives such as GAVI, The Global Fund, UNAIDS, IHP+, AHA, to name a just few. Yet progress is painfully slow.

Live from the Pacific Health Summit

Journalist John Donnelly blogs from the 6th annual Pacific Health Summit in London in which the year's focus was maternal and newborn health.  The 48-hour summit brought together 250 leaders in global health and private industry for off-the-record sessions that are designed to foster collaborations to improve the health of those most in need around the world. Over the past several months the Ministry of Health and Population has been preparing and writing its second five-year Health Sector Programme-Implementation Plan (NHSP-IP 2) 2010-2015.  Preparations for the plan preceded a thorough review of the previous plan. In so doing, the current plan represents a continuation and further refinement of the previous plan to build on past successes, which included the implementation of cost-effective, evidence-based health interventions. The upcoming plan envisions added efforts in the areas of safe motherhood, child health, nutrition, population and family planning.  And, due to a rise in non-communicable diseases and injuries, focuses on communication interventions to change behaviour.

A Look Back at Sierra Leone's Free Health Care Launch

FREETOWN, Sierra Leone - Most outsiders have exceedingly low expectations when it comes to anything to do with Sierra Leone. But I actually had quite high expectations when it came to the country's rollout last week for free health care for pregnant women, breast-feeding mothers, and children under five.

 

It's not that I thought everything would go smoothly here - there will surely be uneven distribution of drugs, theft of drugs, and at this writing the country was four days late in meeting its payroll of 7,077 health workers.
