MLI is working with the Ministry of Health and Prevention in Senegal to refine its health sector-wide approach (SWAP) and to develop new formulas for allocating resources to the district and hospital levels. As a part of the 2009 action plan, two studies were undertaken around these focus areas and the reports are currently in the validation phase. Two separate delegations undertook study tours in 2009 in order to learn more about the sector-wide approach and resource allocation criteria: to Mali in August and to Rwanda in October. Each mission had different exchanges and priorities; however, we drew some major conclusions and learned lessons that will help the Ministry with its progress on the reforms underway in Senegal.

Dans le cadre du plan d’action 2009, deux études ont été élaboré autour de ces domaines d’intervention dans et sont à la phase de validation. Deux délégations distinctes ont effectuées des voyages d’étude en 2009 afin d’en apprendre davantage sur l’approche sectorielle et des critères d’allocation des ressources: au Mali en août et au Rwanda en octobre. Par rapport aux différents échanges et à nos priorités nous avons relevé pour chaque mission quelques constats majeurs et des leçons apprises qui permettront au Sénégal d’avancer dans ses réformes.

My work with MLI began this past March as the Country Lead for Senegal. In this role, I coordinate all MLI activities in Senegal in close collaboration with Moussa Mbaye, Secretary General of the Ministry of Health. Following the launch of MLI in Senegal, the Ministry convened a Task Force, composed of senior Ministry officials and development partners to meet regularly to discuss all MLI activities.     Over the past several months the Ministry of Health and Population has been preparing and writing its second five-year Health Sector Programme-Implementation Plan (NHSP-IP 2) 2010-2015.  Preparations for the plan preceded a thorough review of the previous plan. In so doing, the current plan represents a continuation and further refinement of the previous plan to build on past successes, which included the implementation of cost-effective, evidence-based health interventions. The upcoming plan envisions added efforts in the areas of safe motherhood, child health, nutrition, population and family planning.  And, due to a rise in non-communicable diseases and injuries, focuses on communication interventions to change behaviour.
